This is a wildcat cartridge made by Tony Maltese of North Carolina.
Tony's rifle is only the 5th out of 7 rifles to be chambered to date  (11/17/09) in this caliber.
Here is what Tony had to do to make this cartridge:
Get the reamer and headspace gauges made to 264 RLB wildcat specifications.
Have the barrel made chambered in 264 RLB caliber.
Pull the bullets on 6.8 SPC factory loads and neck the cases down to 6.5mm (.264").
Fireform necked down 6.8 SPC brass, in the new 264 RLB barrel rifle.
Send fireformed brass to die maker to have reloading dies made.
Put cleaned fireformed cases in the new dies to size and load.
Here is what RLB (Reloading Bench) has written about the cartridge:
"Well, I just read the match results from a highpower contest in which the 264RLB made its competitive
debut - at 1,000 yards. Self-confessed 'Cheesehead' Tim V made the trip to NW Illinois & proceeded to
put a whippin' on the F-class shooters in the 1st match with a 198-8X !!! This with a lightweight sporter
weight
barrel & stock against open class shooters with made-to-spec unlimited rifles in 6.5-284."
Now the load DATA from Tony:
"The .264RLB cartridges I have provided are loaded with Winchester large rifle primer,
31.0grs of Hodgdon BL-C2, and a 107gr Sierra Match King bullet.  OAL is "2.410.
With this load I (Tony) was able to reach velocities up to 2,900fps.  Groups of under "0.500 were
obtained at100yds from my T/C Encore with a slightly oversized chamber."
